The Business Critical tier of Azure SQL Managed Instance offers the read-scale out feature enabling you to distribute read-only workloads such as reporting and analytics across built-in replicated secondary replicas within the same region. You can use this by specifying ApplicationIntent=ReadOnly in your connection string, your queries are then automatically routed to these replicas.

   Offloading heavy read-only workloads to dedicated secondary replicas prevents resource contention with transactional operations, ensuring fast, predictable performance for both OLTP and analytics.
2. Near Real-Time Data Access:
   Secondary replicas are kept in sync with the primary, delivering up-to-the-moment data for business intelligence and reporting, without the latency and staleness risk of cross-region solutions.
3. Cost Efficiency: Secondary replicas for read-scale out are included in your Business Critical tier; you don’t have to create or pay for separate reporting servers, reducing infrastructure costs 

This is not the same as a failover group (GP/BC tiers) where you can access the secondary instance read only replica, well, in theory it is (in terms of replica access) but the BC edition is far superior when it comes to latency, data freshness capability and setup overhead ( doesn’t have any).
